In order to assist foreign countries in training national specialists with higher education the Russian Consulate General in Mazar-e Sharif starts the reception of documents for the study of Afghan citizens in the federal public educational institutions at the expense of the Russian side in the framework of the allocated quota.

For foreign nationals living in Afghanistan and having the citizenship of another foreign country, the quota is not available.

Those wishing to study in Russia should submit all the necessary documents to the Consulate General of Russia until April 20, 2016.

Documents sent after the deadline, or not drawn up in accordance with the requirements, or their not notarized translations will not be considered.

Candidates for studies in Russia have the right to choose by their own the site of their future studies (paragraph No25 of the application form) from one to six educational institutions (not more than two from one Federal District of Russia, as well as from Moscow and St. Petersburg).

The selection of each particular foreign candidate recommended to study is carried out by educational organization specified in the application form along with the participation of the Russian Ministry of Education.

Foreign nationals who have successfully passed the selection regardless of the success in studying for the entire study period are paid state academic scholarship and allowed accommodation in hostels under the conditions established for the citizens of the Russian Federation studying at the expense of federal budget allocations.

All the transportation costs to the place of studying as well as the purchase of the policy of voluntary health insurance and other costs the foreign citizens bear at their own expense.
